release a new version of grit_ext, added it into Gitlab.

Remove all force_encoding, utf8 things from gitlabhq codebase.

Extract those things to grit_ext.

Tested with my UTF-8 and GBK encoding codebase, it works great.

I just tried a few things with it and it works like charm. :) @SaitoWu you are my hero. :D Tested the following things:

• commits with non-ascii messages
• listing dirs with non-ascii names
• showing files with non-ascii names
• showing diffs for commits with changed non-ascii files (this was an unfixed issue before)
• editing files with non-ascii paths in GitLab

seems good. :D
